Proudly Introduces the RIO PROJECT COLD CASE HOMICIDE DATABASE: A Regional Initiative to Spotlight Unsolved Murders and Amplify the Voices of Victims and Their Families

The Rio Grande Valley Families and Friends of Murdered Children (RGV-FFOMC) is honored to announce the launch of the Rio Project Cold Case Homicide Database—a first-of-its-kind initiative designed to centralize and bring public attention to unsolved homicide cases throughout the Rio Grande Valley. This comprehensive and publicly accessible database will be a powerful tool for elevating awareness, supporting grieving families, and encouraging renewed investigative efforts.

Phase I – County Coverage:
The initial rollout will include unsolved homicide cases submitted from the following four counties:
  • Hidalgo County
  • Cameron County
  • Starr County
  • Willacy County

Each entry will be verified and submitted by either:
  • Local law enforcement agencies, or
  • Surviving family members seeking to keep their loved one’s memory alive and case visible.
RGV-FFOMC plans to expand the database to include additional counties across the region as resources allow.

Why This Matters:
Keeping a homicide victim’s case in the public eye not only honors their memory but also increases the likelihood of generating new leads, witnesses, or information that may help bring justice—visibility matters. Awareness saves cases.

August marks 15 years since Ruben “Yiyo” Tarin de Patino was found murdered. Yiyo, 21, was found dead East of Wisconsin Road in the city of Edinburg in 2005. “He was found burned,” said Hermelinda Chavez with the Hidalgo County Major Crimes Unit. Yiyo was described by family and friends as confident and proud. “She was described as a person who didn’t like to hide her lifestyle,” said Chavez. “She was never ashamed of how she dressed and she was very outgoing with a lot of friends.” Yiyo was last seen by her mother on July 27. She had met several friends and her sister during the day and assisted another friend with car trouble. Yiyo came home and told her mother she was meeting yet another friend, this was around midnight. “She would visit a lot of nightclubs around the area, McAllen and Edinburg,” said Chavez. “She was not aggressive but definitely defended herself.” Chavez added all of the friends that Yiyo met on July 27 were interviewed and had alibis. Investigators and family never confirmed who she had met, according to Chavez. “Family never knew who she met, it was never confirmed,” said Chavez.

BROWNSVILLE, Texas (ValleyCentral) — A single teen mother raising her 9-month-old baby while attending high school was strangled and left on the side of the road for passerby to find; murder remains unsolved 27 years later. Carol Reed, 18, was seen for the last time on Monday, December 7, 1993. Reed’s body was found a day later by highway crews on the outskirts of Brownsville off of FM Road 1421 South of Highway 77/83, according to a release from Cameron County Sheriff Eric Garza. With no identification and semi-nude, Carol’s belongings were aired on local news stations for her family and friends to soon receive heartbreaking news with the masses. The Hanna High School senior’s body was found with only a pair of tennis shorts on with a Mickey Mouse watch. Foul play was instantly suspected, Brownsville PD reported to the Valley Morning Star that Reed was believed to have been strangled. Police adding that “the woman [Carol Reed] had bruises and marks around her neck.” On December 10, 1993, officials confirmed in a preliminary autopsy report that she had been strangled.

Cold Case Spotlight

Hidalgo County Sheriff Eddie Guerra on Tuesday identified the victim of a homicide that occurred Monday night. Gerardo Alberto Gomez Martinez, 38, of Mission was found dead near Alton. As CBS 4 News previously reported: At about 10 p.m. Monday, the Hidalgo County Sheriff’s Office dispatched deputies to investigate a call about shots fired near the intersection of Mile 7 and North Los Ebanos Road, said Sheriff Eddie Guerra. Investigators found a 38-year-old Hispanic man — wearing blue jeans and a red jacket — dead at the scene. “There was a four-door Nissan passenger car here at the scene. We believe that the victim got to this location in that car,” Guerra said. “The neighbors do not recognize the victim nor the vehicle.” Guerra said investigators determined the Nissan’s license plates didn’t match the vehicle.

Cold Case Spotlight

BROWNSVILLE, Texas (ValleyCentral) — Jose Guadalupe Martinez was found murdered in his office in 2017. Investigators have been able to narrow the timeline of when he was killed, but the case still remains unsolved. At 7:49 p.m. on March 15, 2017, officers responded to Milo’s Tire Shop, located at 2485 Military Highway in Brownsville after a body was found. A man discovered the body, and went to a neighbor who was close by. When the two returned, a third man was there at the scene. The three men then called police and waited for officers to arrive. Upon arrival, officers found Martinez face down, in a pool of blood in his office. He had a gunshot wound to his head, and investigators found one bullet casing at the scene. The man who originally discovered Martinez’ body arrived at the store at 7:35 p.m. to pay for some rims he had purchased. Investigators at the scene later found a receipt Martinez had from a purchase at a dollar store at 7 p.m. that same day. With this information, they were able to determine that Martinez was murdered at some time between 7 p.m. and 7:35 p.m. However, Brownsville police said they have “no leads whatsoever,” with the case.
